"From 2002 to 2011, compared with the production of the same amount of primary metals, China's recycled metal industry saved 110 million tons of standard coal, equivalent to one third of the energy consumption of China's metallurgical industry in 2011. The effect of recycled aluminum is even more significant, saving 350 billion kilowatts of electricity in total, which is equivalent to the power generation of the Three Gorges Hydropower Station in four years. The reduction in carbon dioxide output is 496 million tons, equivalent to the annual emissions of 12.5 million cars." Wang Jiwei, vice President and secretary General of China Nonferrous Metals Industry Association Recycled Metals Branch, took stock of the development of China's recycled metals industry over the past decade at a press conference ahead of the 12th International Forum on Recycled Metals.

The non-ferrous metal industry has developed significantly

From November 7 to 9, the 12th International Forum on Recycled Metals will be held in Beijing. This year also coincides with the 10th anniversary of the founding of the Recycled Metals Branch of China Non-Ferrous Metals Industry Association. Wang Jiwei said in a summary of the development of the renewable metal industry in the past decade: "From 2002 to 2011, China has recovered more than 23 million tons of non-ferrous metal waste, and produced more than 19 million tons of recycled non-ferrous metal products. The output of recycled non-ferrous metals and the total output of non-ferrous metals basically maintained the same proportion of growth, the output of ten kinds of non-ferrous metals increased by 14.5 percent, while the output of recycled non-ferrous metals increased by 15.1 percent." Specific to different metals, the proportion of reclaimed copper electrolytic copper basically kept at about 50%, the proportion of reclaimed aluminum electrolytic aluminum last year was 29%, the proportion of reclaimed lead primary lead in 2002 was 12.8%, last year increased to 29%.

According to Wang jiwei, from 2002 to 2011, China imported a total of 62.74 million tons of scrap metal, including 44.17 million tons of copper scrap, 18.17 million tons of aluminum scrap; The total output of the three kinds of reclaimed metals reached 48.88 million tons, including 16.97 million tons of reclaimed copper, 25.55 million tons of reclaimed aluminum and 6.36 million tons of reclaimed lead, providing important resource guarantee for the sustainable development of China's economy and society. In addition to energy conservation and emission reduction, the renewable metal industry has also made outstanding contributions to resource conservation. "From 2002 to 2011, compared with the production of the same amount of primary metals, China's recycled non-ferrous metal industry saved 85.55 billion cubic meters of water, which is equivalent to the storage capacity of eight Miyun reservoirs. The output of more than 16m tonnes of recycled copper is equivalent to saving the country two dexing copper mines in Jiangxi province, "Mr Wang added." Dexing copper is the largest copper mine in Asia."

Wang said there have been some positive changes in China's renewable metals industry, such as the expansion of major production areas from the eastern coastal areas to the central and western regions with relatively rich human resources, and a significantly higher concentration of the industry than before the 2008 financial crisis. "Now, there are more than 10 enterprises with an annual output of 300,000 tons of recycled aluminum. More than 10 enterprises have an annual output of more than 200,000 tons of reclaimed copper. More than 10 companies produce more than 100,000 tons of reclaimed lead annually. Wang Jiwei said.

There are still problems with production

At the same time, wang Jiwei also frankly admitted: "In the first half of this year, we found that the operation rate of large renewable metal enterprises in April and May was only about 40%, and many enterprises were in a loss state." He briefly analyzed that there are three main reasons for this situation: first, the raw materials of the domestic renewable metal industry are mainly imported from abroad, which is greatly affected by the international market, and the current copper price has been "upside down"; The second is affected by the domestic real estate downturn and the development of the automobile industry; Third, in the metal market price is not high at the same time, the increase of corporate tax burden, so that enterprises feel great pressure. Take recycled copper as an example, the market price is more than 50,000 yuan/ton, and according to the 17% tax rate, the value-added tax will be nearly 10,000 yuan per ton, as a result, it is more economical for enterprises to buy electrolytic copper than to buy recycled copper.

In fact, the above-mentioned problems mentioned by Wang Jiwei are directly reflected in the production of renewable metals industry this year. According to the statistics of China Nonferrous Metals Industry Association Renewable Metals Branch, from January to August 2012, China's main production of recycled nonferrous metals was about 5.4 million tons, up 3.8% year on year, of which the production of recycled copper was about 1.7 million tons, flat year on year; Recycled aluminum production was about 2.8 million tons, up 4% year on year; Reclaimed lead production was about 900,000 tons, up 7% year on year.

Ma Hongchang, deputy secretary general of the Nonferrous Metals Branch of the China Nonferrous Metals Industry Association, said: "Due to the downward pressure on the domestic economy and the slowing recovery of the world economy, the development of China's nonferrous metals industry has encountered certain difficulties, and the renewable metals industry has also been affected to a certain extent." However, he also said that with the implementation of national macro-control policies and measures, the external development environment for the renewable metals industry will gradually improve, and the industry is expected to achieve balanced growth in the fourth quarter of this year.
